THE JROTC MISSION AND CURRICULUM

Program Mission: “To Motivate Young People to be Better Citizens.”

Program Curriculum: The San Francisco JROTC program curriculum is based on six (6) required units of instruction which are:
• Citizenship in Action
• Leadership Theory and Application
• Foundations for Success
• Wellness, Fitness, and First Aid
• Geography, Map Skills and Environmental Awareness
• Citizenship in History and Government


San Francisco JROTC Facts:
1. In 2007, less than 3% of the San Francisco JROTC graduating cadets joined the military; 98% continued on to college. This statistic is representative of the JROTC graduating cadets.
2. San Francisco JROTC program does not include weaponry training nor are cadets allowed to handle any weapons.
3. JROTC regulations do not allow instructors or others to recruit students into the military.
4. Proposition I, the nonbinding San Francisco measure passed in 2005, asked that individual schools and colleges consider banning military recruiters and denying recruiters access to their student directories, which would cause such schools to violate section 9258 of the No Child Left Behind legislation.
5. JROTC is a 90-year leadership program in the San Francisco Unified School District that teaches students discipline, leadership skills and the importance of civic responsibility. It is a during and after-school program that serves over 1600 high school students, the great majority of whom are from racial minority groups. Students and their instructors voluntarily commit hundreds of community service hours to their schools as well as to the community at large.

Quick Statistics and Program Overview:

Students, Parents and School Administrators:
• 85% of the students polled (citywide) supported the program
• 100% of the PTSAs at the affected schools supported the program
• 100% of the principals at the affected schools supported the program
• 100% of the school alumni at the affected schools supported the program

SF JROTC Program
• 90 year old before, during and after school program in San Francisco
• An average of 1600 students in 7 high schools participate annually
• Student of all genders, race and sexual orientation participate in the program:

- 90% of the students are Asian, Latino or African American
- Over 50% of the cadets are female. 88% of brigade staff — cadet leadership group across all 7 high schools — were female in 2008. In 2008 and 2007, the brigade commanders were female.
- Openly LGBT students number among the cadets and brigade staff

• 70% of the instructors are African American men
• 50% of the instructors’ salaries are funded by the government
• 100% of the program expenses (computers, uniforms, etc.) are funded by the government.
• JROTC instructors are not allowed to recruit as stated in their regulations nor release any cadet information to recruiters.
• JROTC hiring practices do not allow questions to be asked regarding race, sexual orientation or religion.
• Until the decision by the Board on June 17, 2008, JROTC fulfilled P.E. graduation requirements.

SF JROTC Success
• 98% of the cadets go to college
• Less than 3% enter the military after high school
• JROTC cadets are fit and pass the districts fitness 9th Grade Fitness Gram at a higher ratio than the general school population
